    Cane Dev. Council

    Introduction
    In order to disseminate the department’s development programs and the latest technologies for sugarcane production to farmers, a Sugarcane Development Council is established in the secure area of each sugar mill under the legal provisions of the Sugarcane (Supply and Purchase Regulation) Act, 1953 and its related rules of 1954.
    Membership
    The members of the council are as follows:

    • Two representatives nominated by the concerned sugar mill.
    • Five representatives elected by the management committee of sugarcane societies in the council’s secure areas, including two representatives from disadvantaged communities.
    • One representative elected by licensed Khandsari unit owners.
    • Assistant Cane Commissioner.
    • Cane Protection Inspector (when the position is created).
    • Seed Production Officer (when the position is created).
    • Senior Cane Development Inspector, who is the Secretary of the Council.
    • The members elect a Chairman from among themselves.

    The Senior Cane Development Inspector, who is the Secretary/Minister of the Cane Development Council, is responsible for development activities in the council’s area. On the field level, Cane Supervisors and Cane Development Inspectors are responsible for development work. A Cane Supervisor is generally appointed for every 450 hectares, and one Cane Development Inspector for every 12 Cane Supervisors, who operate development programs at the village level.

    Functions

    • Determine sugarcane development programs for the council’s area.
    • Ensure the management of sugarcane seeds, varieties, sugarcane planting programs, fertilizers, and agricultural investments.
    • Ensure the availability of irrigation and agricultural facilities.
    • Take all possible actions for pest and disease control and work to improve soil fertility.
    • Provide farmers with the latest sugarcane farming techniques to increase production.
    • Use available funds under the direction of the Cane Commissioner.
    • Ensure the implementation of national programs.
    • Undertake any other tasks related to the development of the secure area of the council.

    Financial Sources
    The financial resources for the Sugarcane Development Councils come from the following sources:

    • Grants received from the Government of India/State Government.
    • Payments made by sugar mills/Khandsari units and sugarcane societies at prescribed rates (sugarcane development commission).
    • Any amount allocated by the state government.
