Inter-Village Road Construction Scheme
The Construction Branch under the Sugarcane Development Department was established in the year 1972-73 in the undivided state of Uttar Pradesh. Prior to this, subordinate engineers/assistant engineers were stationed in the Sugarcane Development Councils for the monitoring of works.
This construction branch has been independently carrying out construction works, including roads, buildings, and other infrastructure. The department’s branch has a full-time office staff, including subordinate engineers, assistant engineers, and executive engineers. In Uttar Pradesh, the supervising engineer and the chief engineer (head of the organization) are appointed for the construction branch.
In 2000, after the division of Uttar Pradesh, positions up to the executive engineer level were allocated to the state of Uttarakhand. Under this scheme, generally, link roads are constructed to connect remote villages to the main roads for sugarcane transportation purposes. These roads are constructed on a cost-sharing basis, where 75% of the funding is provided by the government under the district plan, and 25% is borne by the implementing agency, such as the Sugarcane Development Council or sugar mills.
The administrative and financial control of the employees working under this scheme is under the Sugarcane Commissioner. The percentage of the allocated funds, typically 10-15% of the total construction cost, is used to finance this institution.
